Looks like the new version of blogger pretty much renders the above 2 methods unable to work (but it probably works if you downgrade the template to the traditional one, or rename the CSS style "#b-navbar" to "#navbar").

Though, I still think it's not right to disable the navbar. The only way to get away without the blogger navbar (with no risk of having your blog removed), and having your blog hosted with blogger, is to host the main site on another server (or web host) (can be done via "FTP").
