I found a free one on
hostforpost forums you have to register to register to see it in the ***** section (it is freeware there was just nowhere else to post it) it is unde tiny url clone.
I have an example of it at
Microurl.uni.cc the free url shrinker (it comes like you see it except it is in turkish language but I managed to guess what it mean even though I do not speak turkish and transilate it).
