AdminCP -> vBulletin Options -> vBulletin Options
Open the "
User Registration Options".
Scroll down to the end of the page;
under the heading of "
Message Editor Interface",
select the "
Show Enhanced (WYSIWYG) Editor Toolbar"
Click "
Save".
This will now be the default option for all users.
