Depends on what you mean by make an entire website. what I do is get a template, a one page template, like the main page, and then I design the whole background coding to make all content work with that template. Say you go to freetemplate.com or something like that, I make your content fit into that template. Please note I don't mess with the template itself, I hate doing design of graphics and things like that, but I will do all the "make it work" coding in PHP.
