New .xxx Domains

ICANN announced new domain names .xxx for pornographic website. I believe that it is a good idea. Like this ISP's in Pakistan and other Islamic countries can easily ban pornographic websites by simply banning the domain extension .xxx .

My understanding is that the .xxx TLD is currently on hold as ICANN was not able to get all the approvals. Anyone has more info on this?
