If your domain has been appraised at a high value from a trusted organization, you have better leverage when negotiating a price.
Let's say your name has been appriased at $10,000. You now have good chances to negotiate a price of $1,000 or maybe $2,000. If your domain however has been appraised at $20 only, you will unlikely get more than that.
So it is a sales tool, not a 100% accurate value estimator.
