No, it does work, in checkout click remove on the stuff which costs until you're left with domain at $0.00 and click checkout.

Well of course they need a valid credit card Can you imagine what chaos would they create if they offered free domains to absolutely everyone

This way they only offer free registration to potential customers who are able to pay online and are more likely to stay their customers in the future.
