fan fiction stories?

I have visited harry potter fan fiction stories site few days ago. Is it legal to write stories using copyrighted characters?
I have also downloaded one ebook which use harry potter's characters written by someone. Is it legally allowed?
I thought that using copyrighted characters are illegal.

Most of the time doing so is not legal but if the content isn't being sold then they don't get in trouble for doing so. If you were to write a book with "harry potter" as your main character and you publish it *you make money from sales* this would be illegal.

She didn't complain to the site to fanfiction.net not allow her written books like some authors did, so she must not care. Plus I heard she got some of her idea's from fans Fanfiction.net stories.

u can copy a part of a copyrighted material for educational purpose or for describing anything thats not illegal.

Something that uses characters from a popular pre-existing book/series/movie/whatever.

I'm sure it's not illigal, as long as you don't claim it as your own. I have a disclaimer on my site that says I don't own the show.

It is legal. As long as it is free, or they have permission to sell it.

if you don't have permission then it is illegal, but it is very unlikely you will ever get sued.
