If I have a template under GNU/GPL license and I modify it completly (Images, CSS and everything) BUT keep the index.php file from the original template is it legal or not? (PS. I will want to sell the template)

now im no expert on the subject, but isn't that the whole idea of the gnu license? You should be able to re-distribute the template (selling it or not) as long as it remains under the same license.

Just don't sell template as template ...
Take cash for modifications - for Your work..
Just tell Your client, that You have used free template and edited it, and You take cash only for those modifications
That means that You only take cash for Your own work, and the skeleton is still on GNU/GPL

You need to add credits to the author, something like: Original template by ...
