someone from another website tried to sell an e-book for 200 X dollars, and i was wondering if that was legal without the author's consent.

Of course thats not legal. It could be legal if 'the person' thats selling the book is the author, or is entitled by the author to sell it.

It maybe legal if he has the something called "master resell right".

Profits may be divided half to half or some % if there is agreement.

It might be legal, provided that the seller has resell rights.
*The person selling the ebook may have gotten permission to sell it. On the other hand, the person may have attempted to sell the book illegally if he does not own resell rights.

If you get the resell rights, then it is legal. But if you just sell it - it is not legal at all

The person selling might be the reseller rights .. If he/she has that reseller rights, den its perfectly legal to sell it out ..

If he's the owner of that book because he bought it , doesn't he have the right to do whatever he wants with that book ?
True is with ebooks you can have thousands of copies .....

Yes but it is not the same to be the owner and the author, if you are a owner then you just bought the book from the author, and you don't have any rights to sell it further. If you are author then you can sell as many copies of the book as you want. Reseller means that you are in agreement with the author to share profits if you are selling his book for him.

If you buy a ebook you usually get a single license to it only, while being a reseller you can go on and sell it. It's just like WP Themes. If you buy a single license, you can use it 1 time only, if you got reseller rights, you can resell it.

Simply ask him/her for the his/her rights to resell it OR If he/she is a verified Seller. You'll yourself have an answer to that query...
