A person has offered me Some like PhpClassifieds,Geo Classifieds and some others which he says

are "Nullified",what does it mean by the scripts being "Nullified

a script when its nulled its cracked ! for example vbulletin costs ... and hackers can nule it and make it null , but if vbulletin piracy caughts you ...

Null means cracked ... ripped of credits , originality .
but its free though

Dont use nullified scripts, can be jail, fine or something like that. If you will use it just use it for personal use.

Yes, they probably can be fined much.
That's why I stick to the free ones rather using nulled
