Not if it's for informational use only. If you plan on selling products and/or services on it, you might have to be registered as a firm. It depends on your country's laws.

You can start a website without owning a company, take this for example :
bux.to - registered as a company and it's a PTC site
and now some other ptc site :
dailyclicks.biz - only a PTC site, not registered as a company... Hope this helps, rep appreciated

Yes, but if you are planning to sell products on the website then you have to be registered. I wonder is there a difference between selling for example computer hardware and software online, and do we have to pay taxes for software?
