@Shaded: For the American version PayPal says in the eligibility section of their ToS, "To be eligible for our Services, you must be at least 18 years old and a resident of the United States..." For the International version it says, "You must be able to form legally binding contracts under applicable law. Without limiting the foregoing, our Service is not available to minors (under 18)..." So I can't legally get an account under either of those options.
