Each registrar pays $6 for a .com domain, so you will have to make some sort of payment to get a "free" domain...

nothing is free.
you do something and you get something. Make 20 posts here, or/and a few posts elsewhere, you will then get free hosting/domains/skins/logos/etc.

For a while i too thought that dot.tk was the only good place to get a free domain, but now the promotion that ddboard.com is offering seems quite possibly the best free tld that is available. Just submit 20 posts and you're done!
