I used to 1st try with ads on search pages but it was too costly for me.
Then the Ads for content has Helped me lot in getting a CPC of 0.01$

The problem with content ads is that they tend to convert at much lower rates than search ads. Make sure you use Google's conversion tracking so you can compare cost per conversion on serach ads vs. content ads.

For example, my search ads have a CPC that is 10 times the CPC of content ads, but the cost per conversion on search ads is still better because the conversion rate is much better.

Having said that, content ads is a great way to create additional exposure for brand building and better Alexa ratings, something that is not directly refelected by conversion rates.
