Hmm ... read about (x)HTML and CSS - that are basics for coding websites

Read about:
Why tables for layout is stupid: problems defined, solutions offered

Than think about making Layout ... Photoshop tutorials ... for example:
Photoshop Tutorials and Flash Tutorials
Photoshop Tutorials, Flash Tutorials and More! P2L Tutorial Search
Good-Tutorials / Photoshop Tutorials + Flash Tutorials

Than You may think about PHP:
PHP: PHP Manual - Manual

If your'e a real new starter, there is a great tutorial in About.com. Just look for Computing & Technology / Web Design/HTML. You may learn the basics, get tips and snippets, and it covers also CSS, Java and Web 2. You also can subscribe to their newsletter course. Web Design - HTML XML - Web Development - Web Site Design

U might wanna try using dreamweaver to design your site. But editing from templates would be good as a start.

search for beginner tutorials.. start first from html, next is css, then javascript.. if you know about that, you can go with server side programming like php.. then you can proceed with the database as backend for your site.

You first need to know some HTML. (w3schools is good - the links in one of the earlier posts)

Then i reccomend a WYSIWYG like Frontpage or dreamweaver and if you're feeling really confident you should be able to get the main bit of your site in a soimple text editor.
