If your'e a real new starter, there is a great tutorial in About.com. Just look for Computing & Technology / Web Design/HTML. ya , learn html, and css first.
if possible try not use tables in ur site.
learn how to use photoshop as soon as possible so u can start designing futuristic sites!

search for beginner tutorials.. start first from html, next is css, then javascript.. if you know about that, you can go with server side programming like php.. then you can proceed with the database as backend for your site.

You first need to know some HTML. (w3schools is good - the links in one of the earlier posts)
Then i reccomend a WYSIWYG like Frontpage or dreamweaver and if you're feeling really confident you should be able to get the main bit of your site in a soimple text editor.
