There are a few programs out there like that. However, most freeware are very buggy, and in my opinion a cheap way of making a website.
If you really want to have a good website, Learn html and css. That way if you need to change things in the future, you'll actually understand what everything means.

Yup, that's just the best way to learn a program , although it can come handy to read some tutorials on the userinterface, functions etc. just to have something to start on!

Look for [SIZE=-1]WYSIWYG website builder. I know some are freely available. I can't remember but I have download one few months ago, it need free online registration. It is best to use them than spending time on coding.
If your host provide php and mysql support, best to use content management systems. Lot's availbale for free. Look at demo at: opensourcecms.com[/SIZE]
