Virtual Dub is quite easy. I've used it before but for relatively simple things. The interface is quite intuitive. It would depend on the level on video editing you'd like to perform. For most basic things Virtual Dub is quite adequate and easy to use.

So far, the easiest and most user-friendly video editing software for me has been Microsoft Windows Movie Maker. It's also free. Just check it out from Microsoft's website.
