Joomla is a very powerful CMS that can be intergrated with PhpBB.
You could also use PHP-Nuke, that has a forum system similar to PhpBB

e107.org used it on most my sites.. It's very powerful, customizable (if you know php) and easy to use...

I highly recommend e107 because it was nominated as the top rated cms along with joomla, xoops and some others that I forgot

You might want to try phpNuke. I haven't used it at all, but I think it has good integration with phpBB and have even heard of modded versions being built into phpNuke itself.

I've used joomla and its very easy to configure. I just have a hard time blending my adsense units. I would always use joomla but now since I focused on increasing my adsense earnings, I would probably use other cms or maybe just a plan html site.
