The easiest and most user-friendly CMS in PHP that I've worked with is phpWebsite. It's clean and understandable. I think Joomla and MamboServer are quite good, too, but they get so complicated because of the categorization in articles and menus and navigation... Drupal is pretty nice, also.

I like PHP Nuke. it has some good templates with it.

I used e107 for a while, but I'm giving phpNuke a try. There are so many different CMS' out there it's difficult to choose from!
