How to make a website?

Yeah. You should use wordpress... It's good for sites that has not much content.

It depends on what kind of site you want to create if you plan to create a forum you can use a software like vbulletin or phpbb. If you are planning to create a blog you can use blogger or wordpress. You can do all of these without learning any web scripting languages. you can also use sitebuilder of somesort to create a site.

Personally I mainly use xhtml ans css(both of which you can learn at W3Schools Online Web Tutorials) to creat my sites.

Wordpress might be good for sites with little content, but it's even better for sites with lots of content.
