The whole tutorial is to get you to learn how the theme works and what elements go where. It's kinda confusing, but if you want the basic theme that you'll be making in the tutorial. Just go towards the end, he has all the files.

WPDesigner » So you want to create WordPress themes huh? -- This is the most updated tutorial for making Wordpress theme I guess. And it explains clearly what to do. I find it easy to understand. The main site of WordPress › Blog Tool and Weblog Platform gives a tutorial as well in their Docs.

If ever you are having a hard time creating a Wordpress theme, just use a premade one that few sites are giving out. That what I'm doing for now, while my own theme is still under development.

themebot looks to have some really nice wordpress themes, I think I will use one of them because I'm looking for a new theme for my blog
