Yes they do.. But most hosting providers like *******.net ixwebhosting.com hostmonster.com and etc.. over-sell..
They tend to sell you space and bandwith that is way beyond their servers capcity or their servers cpu cannot handle the number of clients in a single server.. especially those using a CMS or Forum with large number of users...
