Looks a bit boxy. Still the idea is good. However I don't think you should ever release a site that is "Under construction". Sometimes, in the time that it takes to get your new completed site up, the search engines will index the "Under Construction", and people generally won't visit pages with that in the search summary.

I agree with previouse poster that it's too boxy..
Too edgy too.. make a more ragged feel and a lighter(all-over) them...
Orange-maroon-gray combination is not working in my opinion..
Also place some images to lighten up the feel of your site...

I think the table should be bigger, try using percent instead of pixels

A lighter background would be better. When it's not under construction, you should ask for another review then.

I checked out your page on "submit tutorials" and while all the information is there, it would look better if you had arranged the form in tables, with the headings of the fields in a left column, while the fields are placed in a right column beside it. You could also use CSS to lay the form out, provided that you know CSS. Hope this helps and it's good to see that you're site loaded up quickly, though maybe a simple graphic at the top to enhance the overall appearance a little more.
