It's a pretty new site, and is still in beta. Basically, you can upload your own videos to it, and watch them. Or just search for something you want to see (eg. a band's name) and watch it.

I prefer YouTube, but GoogleVideo allows straight downloads, which is always a good thing. YouTube is just used more.

YouTube's been around a lot longer, but once Google Video is out of beta, I'm sure it'll take off and get up there with YouTube.
